Statement by Ambassador Byrne Nason at the UNSC Briefing on Central African Republic

Merci Monsieur le Président,

 

Je voudrais également remercier les intervenants pours leurs présentations très claires et pertinentes ce matin. Je voudrais reconnaitre, en particulier, la présence de Son Excellence Monsieur le Président Lourenco. Le travail de la région centrafricaine et des Grands Lacs a été, et continuera d’être, indispensable pour la République Centrafricaine. Je reconnais également les représentants de la République Centrafricaine et du Congo.  

 

Je voudrais exprimer nos sincères remerciements à vous Mankeur, et toute l’équipe de la MINUSCA, pour la mise en œuvre continue de votre mandat, malgré les défis significatifs auxquels vous faites face.  

 

Monsieur le Président,

 

La situation en République Centrafricaine reste extrêmement préoccupante. L’Accord de Paix de 2019 a préparé le terrain pour une solution pacifique pour les parties politiques de la RCA. Cela doit être appliqué en urgence et avec détermination. Les préparations pour un « dialogue républicain » présentent une occasion unique pour les autorités d’entreprendre un processus véritablement inclusif. Cela doit comprendre tous les parties prenantes, notamment les femmes, les jeunes et les parties de l’opposition.

 

La tenue des élections présidentielles ainsi que le premier tour des élections législatives, avant la date limite constitutionnelle, a été une réussite et a démontré la détermination des citoyens de la République Centrafricaine. Le bas niveau des femmes élues est décevant. Nous encourageons les autorités d’assurer que les femmes soient représentées d’une manière significative au sein des membres du Conseil des Ministres. Les élections locales offrent une autre occasion d’encourager et de faciliter la participation des femmes en tant qu’électrices, en tant que candidates, et en tant qu’élues. Tout effort doit être fait pour protéger ceux et celles qui exercent leur droit de voter.

 

Mr President,

 

We appreciate the continued engagement of neighbouring states, and regional organisations, to promote peace and dialogue. This commitment is evidenced by the presence today of Angola and the Republic of Congo. It is vital that these regional efforts continue, and that this Council work to support that. We call on the authorities of CAR to engage constructively with these efforts. 

 

We welcome the recent joint AU-EU-UN-ECCAS visit to CAR, along with the assurances provided during that visit. Commitments made by the authorities, including President Touadéra, must now be followed by concrete action.

 

We are gravely concerned by continuing, serious SOFA violations, which endanger UN personnel, and place the protection of civilians in jeopardy. Ireland calls on the government, and all the parties on the ground, to facilitate unhindered access for all UN operations. This is essential to MINUSCA’s ability to fulfil its mandate. Attacks against MINUSCA, including those perpetrated in the media or online are simply unacceptable, and must end immediately.

 

Mr President,

 

Violations and abuses of Human rights and violations of International Humanitarian Law are widespread and escalating in CAR. Allegations of violations and abuses perpetrated by national and bilaterally deployed and other security personnel are of particular concern. MINUSCA documented a staggering 278 per cent increase in such incidents.

 

We urge the Government of CAR to systematically investigate all allegations of human rights and IHL violations and to prosecute the perpetrators of all such violations. These investigations must be independent, impartial, and conducted in line with international standards. We welcome progress made towards the full operationalisation of the Special Criminal Court, and hope that it will help contribute to the fight against impunity in CAR.

 

Conflict Related Sexual Violence, already at unacceptable levels, is increasing significantly in CAR. As committed to in the 2019 CAR-UN joint communiqué, the authorities have a responsibility to protect victims and survivors, and to ensure the provision of holistic and survivor-centred support services, including psychosocial, sexual and reproductive health services. Immunity must not be tolerated and perpetrators, regardless of nationality or affiliation, must be brought to justice.

 

We also condemn the continued attacks against humanitarian workers in the strongest possible terms. With the humanitarian situation now at its worst level in five years the deliberate targeting of those working to bring assistance to those in need is totally unacceptable. It is absolutely vital that unhindered humanitarian access is ensured by the Government and all armed actors operating in the country. 2.3 million people are now food insecure in CAR. There is no doubt that conflict and insecurity have played a key role in exacerbating those needs.

Il est évident que la République Centrafricaine se trouve, encore une fois, dans un moment critique de son histoire. Trouver le bon chemin qui peut répondre aux besoins de tous les Centrafricains exige un engagement solide et continu des autorités nationales, de la région, et bien sûr, de ce Conseil. Ce n’est qu’en collaborant que nous nous assurons que les progrès durement atteints depuis 2013 ne seront pas perdus.
