Statement by Ambassador Byrne Nason at the UNSC Briefing on Central African Republic

Statement

Merci, Madame la Présidente,

Je voudrais également remercier les intervenants pour leurs contributions importantes ce matin. Je voudrais reconnaitre, en particulier, Madame Derom. Votre présence aujourd’hui démontre la volonté continue du peuple centrafricain en faveur de la paix et la sécurité en République Centrafricaine.

Je remercie également Monsieur le Président Touadéra pour sa présence ce matin.

Nous nous retrouvons aujourd’hui en un moment d’espoir et d’une occasion unique pour les centrafricains. Nous nous félicitons de l’adoption de la Feuille de Route Conjointe pour la Paix lors du mini-sommet récent de la Conférence Internationale sur la Région des Grands Lacs. L’annonce du Président Touadéra d’un cessez-le-feu immédiat le 15 octobre crée une espace pour le dialogue. Je me joins au Secrétaire-Générale pour appeler à tout autre acteur de respecter immédiatement ce cessez-le-feu.

Ce répit du conflit pourrait donner au peuple de la République Centrafricaine une chance d’une société en sécurité, ce qu’il mérite. Cela permettra aussi aux groupes armés, et au gouvernement, de prendre des mesures de plus vers un avenir d’un pays en paix. Nous ne pouvons pas laisser passer cette occasion.

Madame la Présidente,

L’Accord de Paix de 2019 reste essentielle pour une paix juste et durable en RCA. Tous les parties en RCA devraient s’engager dans la mise-en-œuvre de l’Accord d’une manière inclusive, qui garantit la pleine participation des femmes, ainsi que des minorités ethniques et religieuses et de la jeunesse. Le travail de la région, ce qui a contribué fortement au cessez-le-feu présent, a été, et continuera à être, crucial dans ce processus. Ce Conseil devrait continuer à le soutenir.

Nous nous félicitons également de l’adoption d’un calendrier par rapport aux élections locales. Les centrafricains ont exprimé, mainte fois, leur volonté d’exercer leur droit démocratique de voter. Tous les citoyens doivent exercer leur droit de voter en toute sécurité, et j’appelle à tous les acteurs en RCA de respecter ce droit. 

En cette période critique, j’encourage les autorités de reconnaitre la contribution inestimable qu’apporte les femmes, et je dirais, que les femmes ont toujours apporté, à la société de la RCA. Je souligne l’importance de faire tout effort de saisir cette occasion d’encourager et de soutenir la pleine et significative participation des femmes, en tant qu’électrices, en tant que candidates ainsi qu’en tant qu’élues.

Madam President,

I want to thank SRSG Ndiaye, and the staff of MINUSCA, for their work in CAR in a significantly challenging environment. I also call for an immediate and definitive end to ‘SOFA’ violations.

The civilian population has borne the burden of insecurity and violence in CAR. Humanitarian needs in the country remain significant. With nearly two thirds of the population depending on humanitarian assistance to survive, it is imperative that during this cessation of hostilities the Government, and all armed actors in the country, ensure unimpeded humanitarian access.

There is no doubt that grave violations and abuses of human rights, and violations of International Humanitarian Law, including Conflict Related Sexual Violence, have been committed during this most recent period of insecurity. We are deeply concerned by continuing allegations of violations and abuses perpetrated by national and bilaterally deployed and other security personnel. We welcome the action that the Central African authorities have taken in establishing the Commission of Inquiry and the release of the resulting summary report.

We urge the Government to ensure that the perpetrators of all such abuses and violations are held fully accountable, regardless of their nationality or affiliation. If insecurity is to be seriously tackled, there simply can be no place for impunity.

Madam President,

Ireland is deeply troubled by reports and allegations of Sexual Exploitation and Abuse in the Central African Republic.

We welcome the action taken by the UN in response to serious allegations last month. We encourage further examination, and strengthening, of prevention and accountability measures at the mission. The UN must ensure that all victims and survivors are given the assistance, protection, and justice that is their right.

Sanctions are an important tool utilised by this Council to support the restoration of peace and security in CAR. I reiterate Ireland’s support for the 2127 sanctions committee, the committee of which visited the Central African Republic last week, and our appreciation for the essential work of the Panel of Experts. We look forward to the appointment of experts to this important Panel, and hope that delays to this process will end swiftly.

Madam President,

Hope and opportunity are precious commodities as we seek to end conflict. This ceasefire offers both – but they are not inexhaustible resources. Now more than ever, peace must be pursued with determination by all parties, to create the future deserved and sought out by the citizens of the Central African Republic.
