First time adult applicants

With a view to preventing identity theft and the circulation of falsified passports, there are additional safeguards for the passport application procedure for adult first time applicants From 29 March 2016 there will be an important new identity requirement for first time adult applicants and those whose last passport was issued prior to 1 January 2005 and has since been reported as lost, stolen or damaged.

First time adult - Born on the island of Ireland before 1 January 2005:

Full civil birth certificate (version that includes the parent(s) name(s))
Civil marriage certificate if applying for a passport in married name
Proof of address, e.g. original utility bills, bank statements, government correspondence. The Passport Service accepts internet printouts if they are stamped by the issuing authority.
If resident in Ireland - a photocopy of Public Services Card
If resident outside of Ireland - one of the following:

  • original passport from another country, national ID card, social security card OR
  • a certified (by a solicitor or notary public) copy of driver’s license
  • AND Proof of name, e.g. original utility bills, bank statements, government correspondence. The Passport Service accepts internet printouts if they are stamped by the issuing authority

First time adult - Born abroad to a parent born on island of Ireland (parent born before 1 Jan 2005):

Full civil birth certificate (version that includes parent(s) name(s))
Civil marriage certificate (if requesting passport in the married name)
Irish born parent’s full civil birth certificate (versions that includes parent(s) names(s))
Irish born parents’ civil marriage certificate (if married)
If resident in Ireland, photocopy of Public Services Card
If resident outside of Ireland - one of the following:

  • original passport from another country, national ID card, social security card OR
  • a certified (by solicitor) copy of driver’s license
  • AND Proof of name, e.g. original utility bills, bank statements, government correspondence. The Passport Service accepts internet printouts if they are stamped by the issuing authority

First time adult – Grandparent born on the island of Ireland (Foreign Birth Registration):

Foreign Birth Registration certificate
Full civil birth certificate (version that includes parent(s) name(s))
Civil marriage certificate (if requesting the passport in married name)
Proof of address, e.g. original utility bills, bank statements, government correspondence. The Passport Service accepts internet printouts if they are stamped by the issuing authority.
If resident in Ireland - Photocopy of Public Services Card
If resident outside of Ireland - one of the following:

  • original passport from another country, national ID card, social security card OR
  • a certified (by a solicitor or notary public) copy of driver’s license
  • AND Proof of name, e.g. original utility bills, bank statements, government correspondence. The Passport Service accepts internet printouts if they are stamped by the issuing authority

First time adult - Naturalised Irish Citizen:

Full civil birth certificate, version that includes parent(s) name(s))
Civil marriage certificate if applying in married name
Naturalisation Certificate
Proof of address, e.g. original utility bills, bank statements, government correspondence. The Passport Service accepts internet printouts if they are stamped by the issuing authority.
Original of passport from country of birth (if available)
If resident in Ireland - Photocopy of Public Services Card

First time adult - Born abroad and adopted by an Irish citizen under Irish Law:

Inter-Country Adoption Certificate
Civil marriage certificate if applying in the married name
Proof of Irish citizenship of adoptive parent at time of adoption e,g. Irish passport
Proof of address, e.g. original utility bills, bank statements, government correspondence. The Passport Service accepts internet printouts if they are stamped by the issuing authority.
If resident in Ireland - Photocopy of Public Services Card
If resident outside of Ireland - one of the following:

  • original passport from another country, national ID card, social security card OR
  • a certified (by a solicitor or notary public) copy of driver’s license

First time adult - Born in Ireland and adopted by an Irish citizen under Irish Law:

Adoption certificate
Civil marriage certificate (if applying in the married name)
Proof of Irish citizenship of adoptive parent at time of adoption e,g. Irish passport
Proof of address, e.g. original utility bills, bank statements, government correspondence. The Passport Service accepts internet printouts if they are stamped by the issuing authority.
If resident in Ireland - Photocopy of Public Services Card
If resident outside of Ireland - one of the following:

  • original passport from another country, national ID card, social security card OR
  • a certified (by a solicitor or notary public) copy of driver’s license
  • AND Proof of name, e.g. original utility bills, bank statements, government correspondence. The Passport Service accepts internet printouts if they are stamped by the issuing authority

First time adult - Post-nuptial citizenship (discontinued since November 2005):

Full civil birth certificate (version that includes parent(s) name(s))
Civil marriage certificate (if applying in the married name)
Post Nuptial Citizenship certificate (validity of this certificate must be checked with the Department of Justice.)
Proof of address e.g. one of the following - original utility bill, bank statement, government correspondence. The Passport Service accepts internet printouts
If resident in Ireland - Photocopy of Public Services Card
If resident outside of Ireland - one of the following:

  • original passport from another country, national ID card, social security card OR
  • a certified (by a solicitor or notary public) copy of driver’s license
  • AND Proof of name, e.g. original utility bills, bank statements, government correspondence. The Passport Service accepts internet printouts if they are stamped by the issuing authority

The above-mentioned should be submitted in original format.

In addition, applicants may also be required to provide further information and/or attend for interview at one of the Department's offices.

It should be noted that it will not be possible to expedite any application in these categories.
