Tánaiste Simon Coveney welcomes Host Country Agreement with Permanent Court of Arbitration

The Tánaiste and Minister for Foreign Affairs and Trade, Simon Coveney T.D., has welcomed the signing of a Host Country Agreement between the Government and the Permanent Court of Arbitration (PCA).
The Agreement provides the basis for PCA activities, in particular high level international arbitration, to take place in Ireland.
“Ireland has a huge amount to offer as a venue for international arbitration. Our legal system is highly respected internationally. Post-Brexit we will be the only fully common law, English speaking country in the EU. We also benefit from a geographic location and transport links that make Ireland very accessible from Europe, North America and further afield.
The Government is delighted to be partnering with the Dublin Dispute Resolution Centre on this initiative. The DDRC offers top class dispute resolution facilities and will provide an ideal venue for PCA arbitrations.”

- Established at the First Hague Peace Conference in 1899, the Permanent Court of Arbitration is the oldest global institution for the settlement of international disputes. The PCA, which is based in The Hague, offers a wide range of services for the resolution of international disputes. This includes inter-state disputes as well as disputes between states and private parties.
- The PCA already has host country agreements with twelve other countries (Argentina, Chile, China, Costa Rica, Djibouti, India, Malaysia, Mauritius, Portugal, Singapore, South Africa, Vietnam).
- The Dublin Dispute Resolution Centre (DDRC) is a privately owned entity and a venture of the Bar Council that facilitates arbitration and other forms of alternative dispute resolution. The DDRC will be the primary facility made available to the PCA.
- The Host Country Agreement was signed at the DDRC on 5 March on behalf of the Government by the Attorney General, Seamus Woulfe SC, and on behalf of the PCA by its Secretary-General, Hugo Siblesz.
