Vacancy: Financial Administrator

The Embassy of Ireland in South Africa is seeking to recruit a highly motivated and experienced Financial Administrator for its Irish Aid Office in Zimbabwe to support delivery of the Mission Strategy 2017-2021

The goal of the Mission strategy is to ensure that ‘Ireland’s values and interests are applied to optimise benefits for citizens of Ireland, South Africa, Zimbabwe and other countries of accreditation’. A key outcome is the achievement of a ‘Strengthened enabling environment in South Africa, Zimbabwe and regionally to promote inclusive development, gender equality and human rights’.

The successful post-holder will be responsible for providing audit and financial oversight through monitoring financial and other risks associated with our engagement in Zimbabwe as well as administrative and logistical support for the Harare office.

Financial Administrator Zimbabwe
Reporting to Embassy of Ireland, Pretoria

Introduction

Irish Aid is the Irish government's programme for overseas development and is an integral part of Ireland's foreign policy. The Embassy of Ireland in Pretoria manages the Irish Aid Programme in South Africa, Zimbabwe and other countries of accreditation.

The programme is guided by five year Mission Strategies. The Embassy is currently at the start of a new five year strategy (2017-2021). The strategy has as its goal that ‘Ireland’s values and interests are applied to optimise benefits for citizens of Ireland, South Africa, Zimbabwe and other countries of accreditation’. Of particular relevance to this position is the outcome of a ‘Strengthened enabling environment in South Africa, Zimbabwe and regionally to promote inclusive development, gender equality and human rights’. The Embassy is now seeking to recruit a highly motivated and experienced Financial Administrator to join its team to be based in Harare, Zimbabwe.

Role Profile

The successful candidate will be a member of the Embassy’s Finance and Administration Team and will report to the Head of Finance and on a day to day basis, to the Zimbabwe Programme Manager. The position will support the management and coordination of the implementation of Irish Aid’s Programme of assistance in Zimbabwe through mitigating financial risks and ensuring delivery of Ireland’s Whole-of-Embassy outputs as defined in its strategy:

1: Innovative health and disability models targeting women and children;

2: Opposition to Gender Based Violence and support for GBV survivors strengthened;

3. Civil society’s capacity to promote god governance and human rights improved;

4: Educational linkages, networks and cooperation increased.

Key Performance Areas

  1. 1.     Financial Risk monitoring and management
  • Oversight and management of programme grants and Zimbabwe office finances in adherence with the Financial Policy and Procedures Manual;
  • To ensure the standards of financial accountability required of Irish Aid Partners are adhered to, developing and maintaining a system for effective monitoring of partners.
  1. 2.     Financial Management, Audit and Administration
  • Review programme related transactions for appropriateness, resolve queries with relevant stakeholders and processing transactions onto the Sun systems;
  • Progression and checking of a wide range of financial transactions and controls and provide routine technical advice on financial issues to programme and administration staff.
    • Providing all administration and logistical support for the Harare office.
  1. 3.     Other
  • Participate in Embassy wide and partners meetings and activities.
  • Participate constructively in performance review processes.
  • Carry out any additional responsibilities that may be assigned by the Head of Finance, Zimbabwe Programme Manager, Systems and Operations Manager and Systems and Audit Adviser from time to time.

Qualifications, skills and experience:

Essential:

  • Bachelor’s degree in Accountancy/Audit and/or Partly qualified Chartered Accountant or (ACCA, CIMA or equivalent). Minimum of three years relevant experience in a development agency or NGO and demonstrated experience in Administration.
  • Advanced Computer skills in Word, Excel Spreadsheets, e-mail and internet, sufficient for the performance of above duties.
  • Knowledge of widely used accounting software and the ability to translate this knowledge to other systems.
  • Proven record showing a very high degree of integrity and trust.

Desirable:

  • Good written and oral communication skills.
  • Good interpersonal and tactful negotiation skills and the ability to work independently and as part of a team.

Terms and Conditions

  • Contract: This position will be offered on a one-year contract.
  • Working hours: Full time working 37 hours per week. Occasional late working or attendance at work-related events outside of working hours is required. Regular travel is required.
  • Overtime: Time off in lieu per agreement with line manager.
  • Salary Scale: US$2500 (not negotiable) per month as successful candidate will start at the first point on the scale

  • Primary work location: Irish Aid Office co-located in the EU Delegation Offices in Harare.
  • Start date: 1st November 2017. There is a 3-month probation period
  • Annual leave: 30 days per annum
  • Performance Management: The Embassy of Ireland operates a Performance Management Development System (PMDS) based on the system of the Irish Civil Service. Staff agree with their line manager goals, key tasks and targets aligned to an Annual Business Plan. Performance is reviewed mid-year and at year-end. The PMDS also includes agreed professional development and training.
